Philippines: Typhoon Kalmaegi emergency response in Cebu

Typhoon Kalmaegi (locally known as Tino) has ravaged at least eight regions across the Philippines, displacing approximately 400,000 people. Official figures (as of 9 November) report 162 deaths, 503 injuries, and 79 individuals still missing.

Médecins Sans Frontières (MSF) teams are currently on the ground in Cebu, delivering emergency response services. In Danao, we supported deep cleaning operations and the restoration of functionality at Cebu Provincial Hospital (CPH), which was severely affected by flooding and mud. In collaboration with the Bureau of Fire Protection and other local stakeholders, we cleaned critical areas of the hospital—including the emergency room, outpatient department, minor surgery room, isolation room, doctors’ quarters, and pharmacy—to restore safe and functional conditions for medical care. We also supported the Philippine Department of Health (DOH) by restoring the functionality of two health centers in Danao with deep cleaning operations.

Beyond CPH, MSF has visited several health facilities, including the Danao City Health Office (CHO) and the Rural Health Units of Compostela and Liloan, to donate medical supplies. These include doxycycline, an antibiotic for the prevention of leptospirosis that may arise in flood-affected areas.

Also in Talisay, MSF has launched a mobile clinic to provide essential medical and mental health services to affected populations. Today we saw more than 110 patients for medical consultations and psychosocial support. Mobile clinic and MHPSS will continue to provide services in the next two weeks in collaboration with DOH. We will continue monitoring the population needs, including surveillance of diseases with epidemic potential.

We have also started the distribution of non-food item (NFI) kits to communities impacted by the typhoon and subsequent flooding. In Compostela, we distributed hygiene kits, jerrycans and sleeping kits. In Danao we distributed hygiene kits and jerrycans.

In northern Luzon, MSF has deployed a team to assess the damage and needs following super typhoon Fung-wong (locally known as Uwan)

A small tent city has arisen in San Remigio municipal hall. Over 21,600 people have been displaced all over Cebu province, with a total of over 748,000 people affected. For over a week after the September 30 earthquake, aftershocks shook the ground. Many families choose to stay in tents and temporary shelters due to trauma and fear. ©️MSF
