Medical Activity Manager-MAM

Main Purpose
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Accountabilities
- Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
- Participating in the definition of annual planning and budget for the project and in the follow-up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
- Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
- Ensuring efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Participating in shifts and replacing a doctor, if necessary.
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
- Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
Context Specific Accountabilities
- Take lead in running HIV, TB, HCV treatment MSF program alongside with OCSS. Manage day to day medical activities in Moreh with support of PMR.
- Provide technical support to the medical team on any technical questions and issues.
- Conduct technical trainings and update information on HIV, HCV, TB, case discussions.
- Identify medical errors in the MSF clinics, prepare medical incident reports and share it with PMR.
- Give inputs in project specific clinical protocols; develop SOPs for each services if needed along with support of medical supervisors, other MAMs of the project and PMR.
- Collaborate with OSCC MAM to support in OSCC activities and implementation of OSCC phases
- Provide an assessment of OSCC current activities. Develop an improvement plan if necessary with PMR support (in case OSCC MAM is not involved in the project).
- Complete implementation of OSCC phases with PMR support (as back up of OSCC MAM).
- Improve collaboration with MoH PHC medical staff and ensure their active participation in OSCC activities.
- Ensure that OSCC has adequate medical supply and logistic support for the services. Also, Buprenorphine is regularly received from PHC (as the backup of OSCC MAM).
- Ensure that services provided in MSF clinic and OSCC are provided with high standards of quality.
- Work closely with the HP supervisor to develop HP/HE and community engagement strategy for PWID population and also to establish the defaulter tracing mechanism.
- Work with mental health activity supervisor to develop the PWID specific mental health counselling plan with PMR support
- Participate OSCC monthly meetings.
- Provide assessment of medical facilities in Moreh, by PMR request
- Provide remote assessment of Myanmar ARTCs (on phone) by PMR request.
- Follow the current model of care for Myanmar patients and ensure proper HIV, TB,HCV treatment of MSF patients from Myanmar.
- Provide monthly MMR to PMR according to the deadlines.
- Be involved in recruitment of required staffs for medical activities.
- Participate in the project’s emergency response planning and manage its implementation on site with the support of PMR.
- Ensure close communication with PMR and support PMR in AP planning, FMC review, monthly TSR analysis activities.
- Be flexible to replace/cover MAM in Karong if needed and follow up the proper care for MSF patients admitted to any MOH hospital.
Other Indicative Requirements
Educational Qualifications & Functional / Technical Skills
Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.
Relevant Experience (Type of experience and minimum number of years)
Essential 2 year working experience related to the diploma/degree and previous experience in MSF in the field.

We offer:
- Salary Gross INR 114,460/- per month (non-negotiable)+ 22500/-Medical Market Allowance
- 18 days annual leave; 12 days paid leave as per the specified list of holidays; Sick/Casual leave of 12 days as per calendar year (pro-rated based on hire date).

Note: Additional Relocation package as per the relocation policy will apply if the successful candidate is from outside Manipur state. No relocation package will apply if the successful candidate is from Manipur state.
