Background

Doctors Without Borders India (DWBI) aims to provide medical assistance without any kind of discrimination including offer medical assistance during natural and manmade disasters through the establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.

Purpose of Post

Be the focal person for biomedical equipment for MSF-OCA in India. Responsible for planning, follow-up and preventive maintenance manuals and perform basic preventive maintenance tasks. To know and understand the technical details of the equipment, ensure it is correctly used and functioning well. Ensure good follow-up of cleaning, timely maintenance and correct repair and supporting other projects through regular project visits. Enforce the use of the Biomed Policy in the Mission.

This is a Patna-based position, with the flexibility of mobility to other project locations. In addition to the responsibilities linked to Biomedical equipment, the Biomed Technician is responsible for the supervision of the cold chain in the mission.

Functional and Hierarchical Lines

  • Hierarchically accountable to the Logistical Manager/ Project Coordinator
  • Functionally accountable to the Laboratory Manager/ LogCo.

Accountabilities

  • Performing and carrying out, all necessary complex / advanced installation, maintenance and repair of DWBI biomedical equipment and ensuring that as few items are out of service at any given time. This includes the following tasks :
    • Organizing and participating in the installation of biomedical equipment;
    • Following the schedule and carrying out preventive and curative maintenance works for the equipment according to the MSF and/or manufacturer’s protocols, manuals, and recommendations and ensuring that cleaning and simple maintenance are properly carried out by medical staff;
    • Reporting any issues or problems on biomed equipment to his/her supervisor and proposing solutions (training of staff on a device, operating procedures, etc.). If maintenance work requires further assistance, documentation or additional tools, this shall be requested from and provided by his/her supervisor;
    • Participating in organizing user training where required
  • Managing the stock of consumable items, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage.
  • Responsible for the equipment and tools (including extinguishers and oxygen cylinders), checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.
  • Keeping working area clean and tidy.
  • Ensuring that all record sheets and books related to maintenance are always completed (including date of intervention, replaced parts, problems and solutions) and preparing needed reports before and after any repair or required maintenance.

Context Specific Accountabilities

Management Tasks

  • Implement and endorse MSF-OCA Biomed (DWBI and Mission Specific) policy.
  • Request on purchase, installation and repair of biomed-hardware in the project.
  • Work closely with Supply teams to give input related to biomed equipment and spare part management system.
  • Communicate and provides updates with Project Logistics Supervisors on a regular basis.
  • Ensure the storage of all biomedical documentation in the projects is up to date.
  • Request for specialized support when required (external company, Back Office Biomed Referent Amsterdam).
  • Maintain contact/contracts with external companies: organize annual diagnosis and certification for those items of equipment for which specialized training or specialists are required
  • Be in close contact with the Mission Electrician related to power supply for biomed equipment.
  • Ensure good management of cold chain equipment in all projects. Implement and endorse cold chain policies and protocols in collaboration with Supply and Technical Logistic departments

Maintenance and repairs

  • Biomed helpdesk for faults reported by the Project Logistic Supervisors.
  • Plan the preventive maintenance schedule for the mission projects and follows it up with the standard tools of MSF.
  • Receive the reports on failures identified by users and Log supervisors, and providing a first diagnosis to them.
  • Make sure that for every equipment to be repaired there exists a repair form and a proper follow-up.
  • Participate in the installations and hardware changes of biomedical equipment.
  • Travel to different projects to perform the different needs in terms of maintenance and repairs that are beyond the capacity of the Project Logistic supervisors.
  • Cold Chain helpdesk for repairs and preventive maintenance.
  • Advice on active and passive cold chain equipment needed to support programs and put in place contingency plans.
  • Responsible to contact the external service providers (those who have service contract AMC/CMC) and closely monitor/follow up the service schedule according to terms and conditions of the contract.

Stock

  • Regularly (every 4 months) coordinate the inventory of biomedical equipment present in the Mission.
  • Ensures that there are enough spare parts for preventive maintenance and basic repairs and Low consumable stock in projects
  • Ensure that there is back-up for the equipment; if not make contingency plans.
  • Is responsible for the spare parts order contents for the mission.
  • Make sure all the equipment is properly labelled and identified with proper descriptions and codes.
  • Ensure that back-ups are available for cold chain equipment with relevant spare parts.
  • Responsible for cold chain spare parts and monitoring devices orders.

Training

  • Training project Logistical teams and Medical staff on the basics of handling the preventive maintenance at the project level.
  • Coordinate with the Medical Team Leaders on trainings of the users.
  • Take lead in organizing or noticing the needs for user training (infection control, hygiene, use of autoclave or other equipment etc.) as regards Biomed equipment.
  • Ensure that protective gear is available and being used by the project tech-logs when handling the Biomed equipment.
  • Seek more information from the end-users to get a clear picture of any challenges as a result of using the equipment and share the information with the Laboratory Manager, LogCo and PMRs.

Visit Projects

  • Makes regular planned project visits with TOR’s.
  • Visits projects when help is requested from the projects. Maintain the overview of all types of equipment with all required details for the follow-up with maintenance and services.

Requirements

Education

  • Diploma as Biomedical technician preferred;
  • Diploma as mechanical or electrical technician;
  • Demonstrable technical skills and understanding.

Experience

  • Experience in a technical field. (Minimum 2 years experience)
  • Pedagogical skills are an asset

Languages

  • Mission language and local language essential.

Knowledge

  • Know and understand all the biomedical devices present on the project(s) including the operating principle, use and technical documentation, of each biomedical equipment on the project/mission.
